The service provider component of being a wisp is an under explored area, and is something I have put a lot of effort into making open source through the socalwifi.net wiki.

You would be providing the last mile via wifi. 

You would become the middle mile. I would order 4 ds3 from the telco. This gives you about 200 mbps. 

You would need ip space and an asn.
